How Disability Living Allowance and Personal Independence Payment can help you to get an increase in other benefits

imageDisability Living Allowance (DLA) and Personal Independence Payment (PIP) are among the most important benefits because of the way they interact with other benefits. An award of DLA or PIP  can lead to other benefits also being increased or even create a new entitlement to another benefit. Unfortunately it is not an automatic process for the other benefits to be increased and, unless you have an advisor to check your benefit entitlements, this can easily be missed. This document lists some of the ways in which the entitlement to other benefits can be increased based on the level of the DLA or PIP award. There are other conditions applying to each of these tests. If any of these extra amounts are triggered for you, you should contact the benefit office that will pay the addition and ask them to award it. If you have problems you should seek advice.

DLA as a trigger for other help

Care component lowest rate

If the award is for a child this will trigger:

  • An exemption for the family from the benefit cap.
  • A disabled child element paid as part of Child Tax Credit
  • An additional amount of child element (lower rate) paid on Universal Credit
  • A disabled child premium paid in the calculation for Housing Benefit and Council Tax Support (depending on the local scheme)

If the award is for an adult this will trigger:

  • An award of Disability Premium paid in Income Based Job Seeker’s Allowance, Income Support, Housing Benefit and/or Council Tax Support
  • An entitlement to qualify for the disabled worker element paid as part of Working Tax Credit if you also work
  • Removal of non dependant deductions included in calculations for Income Based Job Seekers Allowance, Income related Employment and Support Allowance, Income Support, Housing Benefit and Council Tax Support)
  • Eligibility for Income Related ESA or Universal Credit to be paid if you are a student
  • Benefit Cap exemption for the family

Care component middle or highest rate

If the award is for a child this will trigger these additional sums as well as those listed above under lowest rate

  • Carer test for Carer’s Allowance
  • Carers are able to claim Income Support on the basis of being a carer

If the award is for an adult this will trigger these additional sums in addition to those listed above under lowest rate

  • Carer test for Carer’s Allowance
  • Carers are able to claim Income Support on the basis of being a carer
  • Severe Disability Premium is included in the calculation of an award of Income Support, Income related Employment and Support Allowance, income based Job Seekers Allowance, Housing Benefit and Council Tax Support if you can count as living alone
  • Severe Disability Additional Amount paid as part of a Guarantee Credit award of Pension Credit
  • An exemption from Housing Costs Contribution used in the calculation for Universal Credit for any non –dependants in the household or for someone who is a non-dependant living in someone else’s household

Care Component highest rate

If the award is for a child this will trigger these additional sums as well as those listed above under lowest rate and middle or highest rate

  • An additional amount of child element (higher rate) paid on Universal Credit
  • Enhanced Disability Premium for a child paid with Housing Benefit
  • Severely disabled child element paid with Child Tax Credit

If the award is for an adult this will trigger these additional sums as well as those listed above under lowest rate and middle or highest rate

  • Enhanced disability premiums payable as part of Income Support, Income related Employment and Support Allowance, Income Based Job Seekers Allowance, Housing Benefit and/or Council tax Benefit
  • Severe disability element paid as part of a Working Tax Credit award

Mobility Component lower rate

If the award is for a child this will trigger:

  • An additional amount if child element lower rate included in Universal Credit
  • An exemption for the benefit cap for the family
  • A disabled child element included in Child Tax Credit award
  • A disabled child premium included in the award of Housing Benefit and/or Council Tax Support image

If the award is for an adult this will trigger:

  • Entitlement to a Disability Premium paid in Income Based Job Seeker’s Allowance, Income Support, Housing Benefit and/or Council Tax Support
  • An entitlement to qualify for the disabled worker element paid as part of Working Tax Credit if you also work
  • Removal of non dependant deductions included in calculations for Income Based Job Seekers Allowance, Income related Employment and Support Allowance, Income Support, Housing Benefit and Council Tax Support
  • Benefit Cap exemption for the family
  • Eligibility for Income related ESA or Universal Credit if you are a student
  • 50% reduction of road tax

Mobility component higher rate

If the award is for a child or adult this will trigger these additional sums as well as those listed under mobility component lower rate

  • Full exemption from Road tax
  • Eligibility to blue badge
  • Entitlement to motability. Information about this should be included with your award letter

PIP as a trigger for other help

Standard Rate Daily Living Component

  • Benefit Cap exemption for the family
  • Severe Disability Premium is included in the calculation of an award of Income Support, Income related Employment and Support Allowance, income based Job Seekers Allowance, Housing Benefit and Council Tax Support if you can count as living alone
  • An additional amount of Child Element, lower rate is paid on Universal Credit where the award is for a young person
  • Carer test for Carer’s Allowance
  • Entitlement to child care costs earnings disregard in the calculation of Housing Benefit entitlement
  • An award of disabled worker element as part of a Working Tax Credit award
  • An award of Disability Premium paid in Income Based Job Seeker’s Allowance, Income Support, Housing Benefit and/or Council Tax Support
  • Removal of non dependant deductions included in calculations for Income Based Job Seekers Allowance, Income related Employment and Support Allowance, Income Support, Housing Benefit and Council Tax Support
  • An exemption from Housing Costs Contribution used in the calculation for Universal Credit for any non –dependants in the household or for someone who is a non-dependant living in someone else’s household
  • Eligibility for Income related ESA or Universal Credit if you are a student

Enhanced Rate daily living component

This will trigger these additional sums as well as those listed under standard rate daily living listed above

  • An additional amount of Child element higher rate is paid on Universal Credit where the award is for a young person
  • Enhanced disability premiums payable as part of Income Support, Income related Employment and Support Allowance, Income Based Job Seekers Allowance, Housing Benefit and/or Council tax Benefit
  • An entitlement to qualify for the severe disability element to be paid as part of an award of Working Tax Credit
  • An entitlement to a severely disabled child element to be paid as part of an award of Child Tax Credit where the PIP award is for a young person

Standard rate mobility component

This award will trigger the following:

  • A 50% reduction in the level of road tax
  • An additional amount of Child Element (lower rate) paid on Universal Credit where the award is for a young person
  • Benefit Cap exemption for the family
  • An entitlement to a disabled child element to be paid as part of an award of Child Tax Credit where the PIP award is for a young person
  • An entitlement to a disabled worker element to be included in a Working Tax Credit award
  • An award of Disability Premium paid in Income Based Job Seeker’s Allowance, Income Support, Housing Benefit and/or Council Tax Support
  • Eligibility for Income related ESA or Universal Credit if you are a student

Enhanced Rate Mobility Component

This award will trigger these additional sums as well as those identified under standard rate mobility living component listed above:

  • An exemption from road taxhandicapped-only-32592_960_720
  • An entitlement to a motability vehicle

Blue Badge entitlement

If you receive any rate of mobility component of Personal Independence Payment you are able to get a blue badge automatically if the award includes at least 8 points for difficulty in moving around or at least 12 point sin the planning and following journeys category (NB These are the criteria in England, the criteria in Wales and Scotland are different).
